About Seann

Seann is a partner with the firm's Health Industry practice group.

Seann represents clients in regulatory and litigation matters involving state government, primarily in the fields of health care, environmental regulation and bid protests. He has focused his practice and professional activities on Florida’s Administrative Procedure Act, and has served as Chair of the Florida Bar’s Administrative Law Section. He is a frequent author and lecturer on Florida administrative law and his articles have been cited as authority by appellate and administrative courts. See, e.g., Florida Marine Fisheries Cmm'n v. Pringle, 736 So. 2d 17, 21 (Fla. 1st DCA 1999); Couch Constr., L.P. v. Holland, Case No. 99-2761, 1999 WL 1486673 (Fla. Div. Adm. Hrg., Oct. 11, 1999); City of Freeport v. Northwest Fla. Water Mgmt.   • Member of team that represented MAT Concessionaire, LLC and its sponsors, Meridiam Infrastructure Fund and Bouygues Travaux Publics, S.A., in the Port of Miami Tunnel project, one of the first Greenfield public-private partnerships in the United States.
