Parker Hudson, a mid-sized law firm with an integrated collection of high value boutique business practices, is pleased to welcome David O’Neal as a partner in the Firm’s White Collar Defense and Healthcare Practices. Based in the Atlanta office, David joins Parker Hudson after serving for over a decade as an Assistant U.S. Attorney in the Northern District of Georgia. There, he served as a criminal prosecutor in the Complex Frauds and Cybercrime Section, as well as in the Civil Division, where he investigated and litigated cases under the False Claims Act and the Controlled Substances Act. David arrives on the heels of Sameer Kapoor, who joined the Firm in August as a partner on our Bankruptcy, Restructuring & Creditor Rights Team.

David brings with him a rare combination of government experience from his 11 years serving in both the DOJ’s Criminal and Civil Divisions. As a criminal prosecutor, he handled a wide variety of significant and high-profile fraud matters, including healthcare fraud prosecutions involving the Anti-Kickback Statute, as well as mortgage fraud, investment fraud, and money laundering cases. David also served as the Opioid Coordinator for the U.S. Attorney’s Office and investigated and convicted doctors and pharmacists for criminal dispensing of dangerous opioid drugs. His criminal experience came on the heels of his time in the Civil Division, where he investigated and litigated False Claims Act and Controlled Substances Act cases against healthcare providers, pharmacies, banks, and others, recovering hundreds of millions of dollars for taxpayers. Prior to his government service, David practiced at an AmLaw 50 firm where he represented corporations and executives in high stakes securities fraud class actions and other shareholder litigation, SEC investigations, and False Claims Act litigation.

In his new role at Parker Hudson, David’s practice will focus on government enforcement matters involving state and federal regulators (DOJ, HHS, SEC, DEA, CFPB, state attorneys general), internal investigations, and complex civil litigation. David’s practice dovetails with Bob Brennan, also a former Assistant U.S. Attorney, who leads the firm’s White Collar Defense Practice, representing businesses and corporate executives in enforcement matters, white collar crime cases, and a wide array of related civil litigation.
